Amano-Iwato
Amano-Iwato gives ADS ballistic damage, and is her best choice for dps.
Mizuho
If you don't want to shoot ADS, then Mizuho gives ballistic damage when shooting continuously.
Amano-Iwato gives more damage, and is easier to maintain, but Mizuho is generally her best choice if continually shooting but not shooting ADS.
Eli
Eli Gives ATK, and gives +Frost damage after shooting non-crits.
The damage transferred by Meow's standard skill doesn't count as a weakspot and thus doesn't automatically crit, so Eli works well for her if (and only if) you're shooting at the Avatar created by her standard skill.
Eli doesn't work as well if you aren't shooting her standard skills target, as other shots can crit, which lose Eli's buff.
Meow's crits deal more damage than shooting the target from her standard skill, so if the target has a weakspot you're better off just shooting that.
As such, Eli is generally worse than Amanto-Iwato, but is much easier to use.
Fenya
The game recommends Fenya as Meow's Recommended logistics squad.
Fenya provides Ult skill damage, and gives 46% increased DMG for 10s after using an Ultimate.
Fenya works really well for boosting the damage of Meow's Ultimate, however the high U-Energy cost of Meow's ultimate, as well as its long cooldown, mean that a lot of Meow's damage will come from Meow's regular non-Ultimate SMG damage.
Most of the support operatives you will use to support Meow will likely boost her ballistic damage more than her Ultimate's Aptitude damage.
In general content where Meow can spam her ult on trash mobs, and then use her ult's Aptitude buff to quickly defeat a boss, then Fenya can work well.
Meow spends too much of her time in combat shooting things though, so Amano-Iwato does tend to average out better for her.
Amano-Iwato is better for endgame bosses, but Fenya is typically better for casual content.
Amarna
Amarna gives Max HP, and a ballistic damage buff for 15s after using a support skill.
Since regular shots can't hit the target from her Support Skill, a ballistic damage buff isn't ideal if using Meow as a support.
Due to how strong her Ultimate Skill is though, Meow is still a great 4* support for ballistic operatives, so Amarna is still a great choice.
Meow is a 4* operative, and hence you generally don't want to waste re-rolls on her - save them for your 5* operatives.
If used as a dps operative, Mauxir wants
Basic Stat +10.0% ATK
Special Stat +8.5% Frost Damage
in order to maximize her damage.
If you are using Amano-Iwato, and can shoot an enemy weakspot and thus crit a lot, then Crit DMG Amplifier is generally Meow's second best stat after ATK.
If you aren't using Amano-Iwato, then Meow gets less benefit from shooting at enemy weakspots, and whilst Crit DMG Amplifier is still good, Max HP is a little better when not using Amano-Iwato.
Taking +10.0% Max HP as her second basic stat boosts the damage from her ult, and is a good increase to her ults damage.
If you don't have Mauxir at M1 yet then Skill Haste gives higher uptime on her standard skill.
Once Meow gets her first Manifestation, her Standard Skill will have a 20s duration on a 20s cooldown, so Skill Haste becomes useless for her Standard Skill, but Skill Haste can still be useful if using her as a support, as her Support Skill will have a 10s duration on a 25s duration.
You're better off getting her Max HP and Alignment Index (to get her more Max HP) in order to boost the damage from her ult, rather than buffing her Standard or Support Skill.
The main use of Skill Haste will be to use Mauxir's Ultimate more often, and Skill Haste can give much better uptime on it.
Overall, Skill Haste isn't as useful as Crit DMG Amplifier or Max HP, but Skill Haste is still very good.
U-Energy Recovery is also a decent cope stat, however Meow usually doesn't need it, as she gets a U-Energy refund if she defeats an enemy with her ult, meaning she doesn't need much U-Energy when facing groups.
Against bosses the decently long cooldown means she's unlikely to use her ult multiple times simply due to its long cooldown anyway, regardless of how much U-Energy she has.
U-Energy regen can help Meow, but not by much, and she will typically be limited by her Ultimate cooldown instead of her U-Energy.
If used as a support operative, Meow wants Max HP and Alignment Index, in order to get as much HP as possible to buff her ult.
Alignment Index gives max HP.
A max-roll of +106 Alignment Index gives 4.24% Max HP. Not as good as an actual Max HP roll, but still decent.
Skill Haste is good to reduce the cooldown on her ult, but whether Meow can actually get enough U-Energy to use her ult often enough to justify Skill Haste rolls depends on who she is supporting.
With her ideal supports, Meow is the strongest 4* dps operative, so you should generally try to build her as a dps rather than as a support.
